Paramotor Incident Report and Industry Safety Review

On 25 February 2026 at approximately 17:02, a paramotor obstacle contact incident occurred near a field close to Interzone Resort. Weather conditions were unstable, with wind from the northeast shifting northwest, creating compression wind effects.

Due to obstacles (trees and power lines) to the north, the pilot chose a downwind takeoff. Approximately 300 meters after takeoff, insufficient climb performance prevented clearing the power line. A late avoidance maneuver resulted in wing contact with a pole and an emergency descent.

No injuries were officially reported.

Following this incident, the Civil Aviation Authority of Lao PDR issued a regulatory order dated 25 February 2026, temporarily suspending paramotor and balloon operations for safety review and system reorganization.

The review includes maintenance standards, licensing systems, AOC verification, and operational control.

Recent market price competition may have contributed to cost-cutting in maintenance and pilot compensation in some areas, potentially increasing operational pressure.
